Simple Mode Transaction Log almost 200Gb

I inheritted a database which is in Simple Recovery Mode. The transaction log is almost 200Gb in size. I cannot seem to get it to shrink. I've tried backing up the database, shrinking the database and shrinking the log. No luck. This is 2008
