SQLOSis non-preemptive; when it is performing some action (at least on a single-core machine) nothing else gets any processor time.
I'm running SQL Server on a virtually-private server where disk-access can sometimes have incredibly high access times. I believe SQLOS is responsible for random short freezes of other applications running; I believe SQLOS might be blocking the entire system while it accesses a file (such as page file, for example).
Can someone please confirm/dis-prove this?
